RICE NEWS YOU CAN USE

Issue 59 - 03 Apr 2009

Rice exporters from India have decided to approach the government to request for an immediate reduction of the minimum export prices of Basmati rice in order to enable them compete with rival Pakistan.

Rice exporters are also demanding benefits under duty entitlement passbook (DEPB) scheme as they have made losses of Rs 5,000 crore this season.

India's basmati rice production in 2008-09 season (October-September) is likely to be 35 lakh MT compared to 23 lakh MT last year.

Miscellaneous Rice News

Indian Rice Procurement Up By 18% - India's rice procurement helped mainly by an all-time high harvest is moving to hit a record this year with 18 % increase till date over a year ago.

According to data available with Food Corporation of India (FCI), which is government's nodal agency for procurement and distribution of the food grain, the rice purchases of the Centre has gone up by 18 % to 248.98 lakh MT till 15 March 2009, compared with 210.43 lakh MT in the year-ago period

India May Lift Curbs On Non Basmati Exports: Experts - According to a recent report by the Food and Agriculture Organization of the United Nations, a bumper domestic rice production is likely to prompt India to lift export curbs on non-basmati variety by May this year.

Among the major world rice suppliers, India and Egypt maintain export restrictions, as fears of food inflation in those countries have not yet waned. The government had banned export of non-basmati rice in April last year when inflation was running high.

According to official data, India is estimated to produce a record 98.89 million MT of rice in 2008-09 against 96.69 million MT in the previous year.

Indian Scientists Develop New Breeding Technique - Scientists at the Cuttack-based Central Rice Research Institute (CRRI) in India are hopeful that a new technique to develop hybrid rice varieties by reducing the time gap for breeding new rice varieties through a new method called double haploid breeding technique could boost the country's rice production.

The Indian Council for Agricultural Research (ICAR) initiated the double haploid breeding program in 2001 for development of new technologies for genetic improvement in popular rice varieties to boost rice production in the country.

ICAR has been working on technologies on a system mode of operation for direct-seeded rice, mechanical transplantation of rice crops and experiment on cultivating rice on rice beds under the All-India Coordinated Rice Improvement Project (AICRIP).

ICAR and Philippines-based International Rice Research Institute (IRRI) have entered into an agreement to support and facilitate the country's rice research over the next three years aimed at boosting rice production.

India may soon get Chinese nod for basmati exports - India may soon be allowed to export basmati rice to China, Commerce Secretary G.K. Pillai said.

"We have discussed the issue with the Chinese government. We are hopeful that we would get a formal approval in the near future," he told reporters after holding talks with a visiting Chinese team, led by Vice-Minister for Commerce Zhong Shan.

Basmati, a long grain rice famous for its aroma, is grown mainly in the upper areas of the Gangetic Plains, on both sides of the India-Pakistan border.

The Chinese minister said the problems between the two countries over exports and other trade issues were being resolved through talks.

India and China have reached a consensus that officials from both countries will meet every three months to remove impediments that may come in the way of bilateral trade.

"We recognise the fact that the two countries account for 35 percent of the world population and have a huge market," said Mr. Shan.

He added that China would continue to support India at G20 and the world Trade Organisation (WTO).

Mr. Shan said India's concern that Chinese goods were being dumped in its domestic market was also discussed and the issue would be followed up.

He, however, refused to share his view on the World Bank assessment that Chinese economic growth would moderate to 6 percent this fiscal.
